EU Regulations 2025/1988 and 2025/1399 and IMO Circular 1694/2025 mark the beginning of a new phase for fire safety: by 2030, fire extinguishers containing fluorinated substances must be completely phased out. The implications are significant for all sectors, from industrial to marittime Safety.

What to do
From 23 October 2026, it will be prohibited to place fire extinguishers containing fluorinated foams on the market.
Until 31 December 2030 their use will be permitted, but with specific restrictions.
From 23 October 2026: Fluorinated foams must be clearly labelled with the warning "WARNING: contains per- and polyfluoroalkyl substances (PFAS) with a concentration equal to or greater than 1 mg/l for the sum of all PFAS".
Obligation to prepare a management plan for fluorinated firefighting foams for each site, collection and controlled disposal of any residues and contaminated water.
Companies must plan for gradual replacement today to avoid operational and legal issues in the future.
Fire extinguishers for marine use
What to do
From 1 January 2026, new boats launched will not be allowed to be equipped with fire extinguishers containing fluorinated foams.
Existing boats will have to comply at the first available inspection, replacing foam extinguishers containing fluorinated substances.
The regulatory framework is aligned with EU standards for more sustainable fire protection at sea.
